Bid Invitations


The Village of Morton, Illinois will receive sealed bids for the construction of the JACKSON AND KAY STREET IMPROVEMENTS, adjacent to the Morton High School, until 10:00 A.M. on the 14th day of August, 2015 at the Office of the Director of Public Works, 120 N. Main St., Morton, Illinois.  Bids will be publicly opened and read at that time.

Contract documents, including drawings and specifications, will be available online through an electronic bid site managed by Farnsworth Group, Inc.  Obtain access after 10 a.m. July 31st, 2015, by visiting and clicking on the Project Bid List Link at the bottom of the page or by contacting Farnsworth Group, Inc.  Online access will be provided to all registered bidders during the bidding process.  A separate FTP site will be made available to the successful bidder for the duration of construction.

Cash, a cashier’s check, a certified check or a Bid bond, payable to the Village Administrator of the Village of Morton, Illinois, in an amount equal to five percent (5%) of the total bid price, as a proposal guarantee, shall accompany each such bid.  All bidders shall be prequalified with I. D. O. T.

Bids may be held for a period of up to sixty (60) days prior to making an award.

The successful bidder will be required to furnish a satisfactory Contract Bond to the Village of Morton in an amount equal to his contract price.  Bonds of any type from the U.S. Insurance Company of America, are no longer being accepted by the Village of Morton.

In accordance with 820/ILCS 130/3 and 130/5, this contract is subject to all of the requirements of the Illinois Prevailing Wage Act, is subject to the payment of prevailing wages.  Prevailing wages may change monthly and it is the Contractor's responsibility to ensure the correct wage is being paid.  The Contractor and Subcontractors are required to submit monthly certified payroll records.

In accordance with Public Act 96-0635, effective 1/1/08, all Contractors and Subcontractors, performing any contractual public work subject to the Prevailing Wage Act, shall have in place a written Substance Abuse Prevention Program filed with the public body engaged in public works.  The successful Contractor shall file the Substance Abuse Prevention Program (s), with the Village of Morton, prior to award of the Contract.

The Board of Trustees of the Village of Morton reserves the right to reject any or all bids and to waive technicalities and irregularities in any or all bids.
